The Partnership Fund for a Resilient Ukraine
Context
The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-donor initiative led by the governments of the UK, Canada, Sweden, and Switzerland to support Ukraine’s conflict management and rebuilding efforts following Russia’s military aggression in February 2022. PFRU focused on recovery and resilience in the regions most affected by the conflict, aiming to empower Ukraine’s communities, civil society, and private sector to withstand ongoing challenges. As part of the broader revitalization efforts, addressing supply chain disruptions and meeting the procurement needs for critical commodities was a key priority.
The Opportunity
Connexi provided comprehensive supply chain services, including sourcing and procurement of vehicles, boats, medical equipment, specialized personal protective equipment, water supply and sanitation materials, and urban search and rescue equipment. Our health and emergency commodities experts meticulously crafted technical specifications, creating a commodities database that enhanced procurement precision and effectiveness. Connexi also established a robust order and transportation management workflow, ensuring quality, accuracy, and transparency throughout the supply chain process.
Connexi also provided guidance and oversight to staff based in Ukraine to further develop and refine procurement processes. We maintain two bonded warehouses – one in Poland and another in Ukraine – to facilitate the consolidation of international and local procurement. Additionally, Connexi ensures that third-party logistics (3PL) warehouses, whether owned or maintained, deliver efficient, effective, and cost-optimized warehousing and logistics services.
Results
Through our ongoing collaboration with PFRU, Connexi developed customized supply chain processes that enabled the procurement of over £5.7 million worth of commodities across more than 600 line items. By solidifying relationships with over 150 suppliers, Connexi facilitated rapid procurement and established strong working partnerships with the program’s 3PL provider, MEBS Global. This approach significantly streamlined coordination between procurement and delivery, enhancing overall efficiency.
